Nepcam's Objectives and Procedures for Aiding Communities in Nepal
The overriding goal for Nepcam is to improve the socio-economic environment in poor Nepali communities through establishment of locally-based micro economic development projects (MEDP). This has proven over many years to be a most successful strategy in developing countries to provide opportunity for the indigenous people to gain the knowledge needed to establish and to successfully sustain micro economic initiatives.
Nepcam's Objectives
- Enable families to help themselves to have enough to eat.
- Enable families to help themselves toward safety and security.
- Enable families to educate their children and realise their potential future.
- Develop a culture of saving.
- Support enterprises with the aim of sustainable development.
- Improve the general livelihood of the communities.
Nepcam's Policies
- Nepcam serves local communities without any distinction on race, religion, political persuasions or caste.
- Nepcam does not engage in missionary work or evangelism or political activities.
- Nepcam does not engage in welfare. It does engage in relief work.
Examples of Nepcam's Aid Funding
For example, as at 1 July 2009, Nepcam’s Community Project initiatives were providing over $25,000 to 74 families and small farm owners in Nepal as interest free loans to allow them to develop or establish a business or community project. The loans were helping those families to set up a veterinary clinic, a number of goat farms, an orange farm, an animal and agricultural farm, numerous market stalls, tea shops, canteens and beauty parlours and a soap making business, as well as a number of shops selling fruit and vegetables, groceries, cosmetics, jewellery, knitting and tailoring items.
As a further example, during May and June 2008, our overseas business partner in Nepal reported that some mothers in a community group living in a remote village of Dhune Basi could not feed their children adequately after their village had been hit by extreme flooding which swept away houses, damaged others and severely damaged rice paddies.
This agricultural community grows rice in their valley paddies to (i) eat, (ii) sell, and (iii) seed for the season’s next crop, however, their most recent crop was so small that there was not even enough for food.
To add to their problems, they were then hit very hard by the escalating cost of rice in local markets (as is currently the case around the globe) the latter having risen substantially and quickly. This placed an additional burden on the already struggling families and, upon hearing this terrible news, Nepcam engaged in a relief effort for the poorest families by conducting a ‘Rice Fund’ appeal amongst its supporters for cash donations to purchase rice.
Generous donations by sponsors allowed Nepcam to raise sufficient funds to purchase 3.57 tons of rice which was delivered to the needy families.
It is anticipated that further emergency relief work will be undertaken in the future as similar desperate situations evolve.
The above process is firmly established in Nepal. The Advisory Board decided at its first meeting that it would focus initially on Nepal for the first few years, and seek to develop a partnership in that country as a first priority.
Nepcam's Project Selection Procedures
In Nepal, we engage our wonderful overseas business partner, the Socio-Economic Welfare Centre for Energetic Women (EWC), to consult with the local Nepalese communities and identify projects which will be beneficial to that community.
The procedure is now firmly established and works extremely well and smoothly for Nepcam, our local indigenous organisation partner and for each of the disadvantaged communities we are aiding. Essentially:
- Each community selected identifies the approximate percentage of a budget it would see, according to their circumstances, as desirable for their community project
- On a six-monthly cycle, Nepcam emails EWC about two months before the arrival of our Nepcam CEO advising the amount of money that can be budgeted for assisting the development of communities. EWC is an organisation with over 2000 female members and it is involved in many services and projects to aid the poor (see below for a listing). Because of its work, EWC staff have regular contact with poor indigenous Nepali communities, mainly due to EWC's own initiatives but also, increasingly, as a partner with Nepcam. EWC determines which communities will be contacted so that they can advise them regarding Nepcam’s potential for support.
- EWC holds a series of meetings with the women of the selected communities and invites a local school principal in that community to become involved. Currently, geographically, Nepcam supports communities in Kathmandu, Dune Basi, Bhaktipur, Ghorka and other small clusters of housing in very poor communities remote from main settlements.
- In these meetings, at times in the presence of our CEO, the Chairperson of EWC asks the women to identify their needs and to propose, for support by Nepcam, specific Community Projects. As a result of these meetings, EWC records the wishes of each of the local indigenous communities. The women are asked to detail the specific Community Projects in an order of priority.
- EWC then emails Nepcam with specific proposals for assistance. The Nepcam Advisory Board then meets and votes on the expenditure of aid funds as determined in the ratio decided by the meetings with each support community.
- Starting from the most needy, in consultation with EWC, the requisite number of Community Projects are selected according to budget.
